Task 2: Management of Transnational Terrorism

For this task, you are required to visit the useful websites given to you and analyze how Singapore, ASEAN and the UN have implemented strategies and policies to tackle terrorism.

You are given 20 minutes to consolidate the findings based on your group's research and post a group entry.

    Consolidated findings of the management of terrorism:

    UN efforts: UN created this counter terrorism implementation task force, strengthening internation ties so as to counter terrorism. Adopted a containment policy against terrorism.

    Singapore efforts: educate its people about how to safeguard singapore from terrorism through advertisements.

    ASEAN's efforts: Strenghtening bonds of the asian countries through diplomacy. Encourage the Parties to become parties as soon as possible to the relevant international conventions and protocols relating to counter terrorism.

    - realising the importance of identifying and effectively addressing the root causes of terrorism in the formulation of any counter terrorism measures;

    -provide accaessible inormation that can be viwed by the public

    Singpore keeps its citizen informed, prepared, involved and vigilant. Everyone is informed as fast as possible so that they can be more alert and sensitive to the possible threats around them.

    ASEAN's efforts:
    They undetake effective measures through deepening cooperation among ASEAN law enforcement aggency and relevant authorities in countering terrorism. They hold convention to provide the framework for regional cooperation to counter, prevent and suppress terrorism in all its forms and manifestation.

    UN's efforts:
    UN has a Counter-Terrorism Implementation Task Force to deal with counter-terrorism. They ensures the UN system is attuned to the needs of Member States, to provide them with the necessary policy support and spread in-dpeth knowledge of the Strategy. Also, it expedite delivery of technical assistance.

    Response-Singapore has a dedicated team for handling chemical and biological attacks. This team, called the Singapore Civil Defense Force (SCDF)

    -step-up national efforts and bilateral, sub-regional, regional and international co-operation, as appropriate, to improve border and customs controls, in order to prevent and detect the movement of terrorists and to prevent and detect the illicit traffic in, inter alia, small arms and light weapons, conventional ammunition and explosives, nuclear, chemical, biological or radiological weapons and materials, while recognizing that States may require assistance to that effect.

  9. UN made a counter terrorism implementation task force and also strengthened international ties so as to repel terrorists. They have also adopted containment policies against terrorism.
    Singapore tries to educate her people about how to protect Singapore from terrorism through media.ASEAN is trying to use diplomacy to strenghèn friendship of Asian countries.They can share their terroristy information.

    Singapore’s efforts: By educating the people through advertisements on televisions.

    ASEAN’s Efforts: Prevent the movement of terrorists or terrorist groups by effective border control and controls on issuance of identity papers and travel documents, and through measures for preventing counterfeiting, forgery or fraudulent use of identity papers and travel documents

    UN’s efforts:
    Tackling the issues conducive to the spread of terrorism; preventing and combating terrorism; building States’ capacity to combat terrorism and to strengthen the role of United Nations system in that regard; and ensuring human respect for all.

    Singapore’s efforts;
    • People are kept as informed as possible so that they can be more alert and sensitive to possible threats in Singapore.
    ASEAN’s efforts:
    Held a conference of counter terrorism
    • Declared that terrorism cannot and should not be associated with any religion, nationality, civilisation or ethnic group.
    UN efforts:
    • Promoting conditions that can discourage terrorism such as democratization, human rights and political openness.

    Singapore Efforts:

    - In May 2007, the parliament passed an amendment to the SAF Act, givingadditional powers to the Singapore Armed Forces. A selected group ofabout 2,000 SAF personnel will be trained to perform securityoperations in designated areas. These personnel, identified by aMilitary Security identification card, will be able to search, detainand use reasonable force against terror suspects.


    ASEAN's Efforts:

    In May 2002, Indonesia, Malaysia and the Philippines signed theAgreement on Information Exchange and Establishment of CommunicationProcedures to cooperate among them to combat transnational crime,including terrorism. Thailand and Cambodia have also acceded to theAgreement.


    UN's Efforts:

    - They refrain themselves from organizing, instigating, facilitating, participating in , financing, encouraging or tolerating terrorist activities, as well as take appropriate practical measures to ensure that their respective territories are not misused such as for terrorist installations, training camps, preparation or organization of terrorist acts intended to be committed against other States and their citizens.

  13. Singapore's efforts to counter terrorism:
    - Introduction of Total Defense in 1984
    - Held Excercies Northstar V, a large scale civil defence exercise which invovled 22 agencies and 2,000 emergency personnel. An additional 3,400 commuters also participated in the exercise.

    ASEAN's effort to counter terrorism:
    -Review and strengthen national mechanisms to combat terrorism
    -Strengthen cooperation at the bilateral, regional and international levels in countering terrorism

    UN's efforts to counter terrorism:
    -Establishment of The Security Council
    -Provide a list of terrorist individuals and organisations so they can focus on capturing them

    Management of terrorism

    Singapore's effort:
    - the Ministry of Home Affairs (MHA) created the Homefront Security Division to develop intragovernmental
    operations and test their response against possible threat scenarios.

    ASEAN's effort:
    - Their commitment to the Vientiane Action Programme done at Vientiane on 29 November 2004, particularly its thrust on “shaping and sharing of norms” and the need, among others, to work towards the conclusion of an ASEAN Mutual Legal Assistance Agreement, and an ASEAN Convention on Counter Terrorism, and the establishment of an ASEAN Extradition Treaty as envisaged by the 1976 Declaration of ASEAN Concord

    UN effort:
    - To refrain from organizing terrorist activities and to take appropriate practical measures
    - to ensure that our respective territories are not used for terrorist for the preparation of terrorist acts intended to be committed against other States or their citizens.

  15. Management of Terrorism

    -Singapore’s effort
    1)Singapore government is always reminding the citizens to be vigilant, be prepared, be involved and how to deal with the information of a security threat. In order to be vigilant, you have to secure or restrict indiscriminate access to your residence and work area, and also to be alert to suspicious person and thing around you.
    -ASEAN’s effort
    1)Asian leaders view terrorism as a major threat to international peace, as such Asean governments have pledged their determination to cooperate against transnational terrorists and terrorist’s activities through joint police and intelligent measures. For example, Asean have pledged to enhance information and intelligent exchange on terrorist. This has members countries to disrupt terrorist activities on their soil.
    -UN’s effort
    1)Counter-Terrorism Implementation Task Force (CTITF) were implemented. In view of the growing importance of effective borders and security systems in preventing the movement of terrorist across borders and the need to secure international trade and passenger travel in a globalised world, the CTITF has been intensively working to improve the coordination across all sectors related to border management and provide member state, useful tools and advice on strengthening border security.
    -The working group will focus on international legal instruments and recommend practices to promote international and regional corporation on border management within the context of the implementation of the United Nations Global Counter-Terrorism Strategies.

    Consolidated findings of the impact of terrorism:
    Singapore’s efforts: Establishment of Police MRT Unit to patrol the various stations. Conducted Exercise Northstar V to prepare the people for emergency cases. Set up and inter-agency network. Has enhanced coordination among the different ministries and national security agencies.

    ASEAN effort’s: Provision of early warning to the other parties through the exchange of information to counter the acts of terrorist.

    UN efforts: UN carries out Peacekeeping missions. Counter-Terrorism Implementation Task Force (CTITF) organizes its work through working group and counter-terrorism related projects and initiatives.

    Consolidated findings of the management of terrorism:

    Singapore’s efforts: Keep updated on terrorism-related reports in the mass media, government and Police public advisories or alerts. Be alert to ‘suspicious’ persons, parcels or vehicles that do not fit in with the daily landscape.

    ASEAN’s efforts: Prevent the movement of terrorists or terrorist groups by effective border control and controls on issuance of identity papers and travel documents, and through measures for preventing counterfeiting, forgery or fraudulent use of identity papers and travel documents. Prevent and suppress the financing of terrorist acts.

    UN efforts: Member States in September 2006 embarked upon a new phase in their counter-terrorism efforts by agreeing on a global strategy to counter terrorism. The Strategy forms a basis for a concrete plan of action: to address the conditions conducive to the spread of terrorism; to prevent and combat terrorism; to take measures to build state capacity to fight terrorism; to strengthen the role of the United Nations in combating terrorism; and to ensure the respect of human rights while countering terrorism.

    UN efforts: The funds and financial assests and economic resources of those who commit or attempt to commit terrorist acts or participate in or faclitate the commission of terrorist acts on behalf of terrorist should also be frozen without delay. Calling on states to work together urgently to prevent and suppress terrorist acts including through increase cooperation and full implementation of the relevant international conventions relating to terrorism.

    Singapore efforts: Singapore has dedicated a team for handling chemical and biological attacks. This team is called the singapore civil defence force(SCDF). The SCDF has procedures to deal with (dirty bombs) that scatter radiological materials through an explosion. A major pillar in Singapore's counter measures is reliant on its citizens to help in the protection in the country through the total defence programme which consists of military, social, civil, economic and psychological defence.

    ASEAN efforts: Take the necessary steps to prevent the commission of terrorist acts, including by the provision of early warning to other parties through the exchange of information. Promote public awareness and participation in efforts to counter terrorism, as well as enhance interfaith and intrafaith. Hence, cause border cooperations.

    Singapore's efforts
    People are more informed about how terrorism can exist, and are educated about ways to manage in times of being attacked. By being sensitive and alert about their surroundings, any amiss in their environment, would be detected and hence quickly reported.

    ASEAN's efforts
    Convention on Counter Terrorism
    This convention provides the framework to suppress terrorism in all its forms and manifestations and to deepen cooperation among law enforcement agencies.
    The areas of cooperation:
    • Take the necessary steps to prevent the commission of terrorist acts
    • Prevent and suppress the financing of terrorist acts
    Upon receiving information that a person who has committed or who is alleged to have committed an in its territory, the Party concerned would take such measures as may be necessary under its domestic laws to investigate the facts contained in the information.

    UN's efforts:
    Member States in September 2006 agreed on a global strategy, which is a common strategic and operational framework, to counter terrorism.

    ASEAN’S efforts: ASEAN is not only identifying the ways that JI is causing destruction but has also hosted five ASEAN Regional Forum Inter-Sessional Meetings on Counter-Terrorism and Transnational Crime. It has also adopted the Declaration on Transnational Crime in 1997 and an ASEAN Action Plan to Combat Transnational Crime in 1999 to implement the Declaration.

    UN’s efforts: The UN is able to prevent and suppress the financing of terrorist acts by freezing, without delay, funds and other financial assets or economic resources of persons. Under the UN Resolutions and Conventions, the funds of the terrorist organisation, LTTE, were frozen in 2010 to prevent further terrorist activities and to limit its movements.

    Singapore’s efforts: The Singaporean Government has been enhancing internal security by stemming the spread of extremist ideology. Under the Internal Security Act (ISA), terrorists can be arrested before they commit crimes or influence more to join their cause. One such case is Mas Selamat bin Kastari, who was arrested for his plot to bombing the Singapore Changi Airport.
